The National Ocean Pollution Research and Development and Monitoring Planning Act of 1978 was signed as Public Law 95-273, in May 1978, to establish a comprehensive 5-year plan to provide planning for, coordination of, and dissemination of, information with respect to such programs within the Federal Government. This document presents a detailed inventory of Federal ocean pollution research development and monitoring programs and is the basis upon which all descriptions and analyses of Federal activities in the Plan are made. The plan analyzes the overall program from the perspectives of pollutants under study, specific geographic concerns, sources, or causes of pollution and control and mitigation. |
