The Water Quality Act of 1965 creates, in the Department of Health, Education, and Welfare, a Federal Water Pollution Control Administration (FWPCA). The Act also requires that the Secretary designate an Assistant Secretary to assist in supervising the Head of FWPCA. Well in advance of enactment of this legislation, a task force was established to develop such facts, analyses, and recommendations as would be needed to enable responsible officials to determine the desirable organization, functions, and relationships of the new Administration. The report is the product of the required study. |
