Abstract | The Clean Water Act as amended by the Water Quality Act of 1987 (the Act) formally establishes the National Estuary Program (NEP) to promote long-term planning and management in nationally significant estuaries threatened by pollution, development, or overuse. This guidance describes the NEP, explains how the Environmental Protection Agency (EPA) plans to implement Sections 317 and 320 of the Act, and defines the information and format required for a Governor to nominate an estuary for the program. |
