Abstract
The U.S. Environmental Protection Agency (EPA) is developing regulations under Sections 111 and 129 of the Clean Air Act for commercial and industrial incineration units that burn nonhazardous solid waste materials. Control measures implemented to comply with the proposed regulation will impose reglatory costs on affected facilities in the commercial, industrial, and government sectors. This study evaluates the impact (both negative and postive) of these costs on facilities, on the parent companies that own the facilities, and on the U.S. economy. Control costs associated with the Floor Alternative for the proposed CISWI regulation are estimated to be approximately $11.6 million. The analysis also suggests that the proposed regulation should not generate significant small business impacts on a substantial number of small firms in the commercial, industrial, and govenrment sectors.
