This report presents the results of an in-depth economic analysis of the costs of implementing a decentralized certified garage emissions I/M program in Massachusetts. The analysis was performed on a life-cycle costs basis and considered the effects of inflation, growth in the vehicle fleet and labor rate escalation on the costs of the program.
