The purpose of the document is to summarize past and ongoing activities of Federal agencies to assess and control the release of man-made debris into the aquatic environment. This document is intended to be used as a tool for coordinating and building multiagency programs concerned with man-made debris in the aquatic environment. It may be used by EPA and other Federal, state, and local agencies when developing action plans, and to help the agencies in developing guidance for planning, setting priorities, and focusing resources on future debris programs. When planning new programs, the document can enable planners to avoid redundancy with other programs and, thereby, to efficiently use resources.
