This report is intended for use by planning agencies, regulatory organizations and elected officials in approaching in a systematic way methods to analyze, control, and plan for air quality. The report documents the relationship of air pollution to the performance of city systems. It outlines a methodology for evaluating the air pollution impacts of growth and development, and it provides a framework for incorporating air quality as a criterion in the comprehensive planning process. Air pollution topics are discussed in the report according to the following format: Chapter I--Health and welfare impacts of air pollution; legal and regulatory framework for air quality planning; Chapter II--Methodology for integrating air quality criteria in the comprehensive planning process; Chapter III--Description in greater detail of analysis and evaluation techniques that are appropriate for considering air quality impacts of regional development; Chapter IV--Consideration of specific air quality strategies in relation to planning and public investment decisions; Chapter V and VI--Consideration in greater detail of social and economic issues associated with air quality control; Chapter VII--Conclusion. |
