In this final environmental impact statement, the EPA proposes to approve for federal funding a long-term wastewater management plan for the Renton study area. The program includes expansion of the Renton treatment plant's capacity, and construction of a tunnel and outfall for treated discharge into Puget Sound. Of the two locations considered for the outfall, Alki Point has been chosen as environmentally preferable over Seahurst Park. EPA also recommends additional studies on the design of the selected route, as well as on the monitoring procedure for the outfall and Puget Sound water quality conditions.
