The primary purpose of this document is to assist Federal and state officials in providing scoping comments on National Environmental Policy Act (NEPA) documents for non-coal mining activities proposed on Federal lands. Pursuant to NEPA and Section 309 of the Clean Air Act, EPA reviews and comments on environmental impact statements (EISs) prepared for proposed major Federal agency actions significantly affecting the quality of the human environment. This document is constructed to assist the Federal or State reviewer in considering those issues more appropriate to a specific type of mining operation in the development of NAPA/Section 309 comments.
