Abstract | Vigorous enforcement by the Illinois Environmental Protection Agency (IEPA) enabled the state to lead the nation in 'Operation 5000'--a United States Environmental Protection Agency (US EPA) program for closing open dumps. Revised rules and regulations for sanitary landfills were promulgated in July, 1973, and all landfill operators were required to obtain permits by July, 1974. |
