Abstract | The purpose of the study is to identify and address the fundamental issues surrounding public access to OWEC's Permit Compliance System (PCS) data and to develop a strategy for best providing increased access to the data. The recommended strategy is comprised of several complementary data and information access mechanisms to meet the diverse requirements of the public. A mechanism for the continuous evaluation of public needs will be established to allow OWEC to modify its public access offerings as required. Based on a carefully selected set of evaluation criteria (including data quality), OWEC will gradually expand the types of data available, as well as the number of data access mechanisms. |
