A questionnaire and method for conducting mail surveys of flood plain occupants and other community residents, scaling factors tied to the response to the various means, and employing the resulting project-specific information in the formulation of a program of nonstructural flood control measures and recommended means to implement them is developed. For cases in which it is not possible to use questionnaires, recommendations are also made on how to formulate a program on an approximate basis from information obtained from less expensive sources. A series of surveys of Atlanta flood plain occupants was used to develop mail questionnaires that can be used to survey residents of the flood plain, residents of the total community, managers of commercial or industrial property located on the flood plain, and builders and developers.
