The Federal Water Pollution Control Act Amendments of 1972 require that industrial users of municipal wastewater treatment works make payments for the portion of the cost of construction of such treatment works (as determined by the Administrator) which is allocable to the treatment of such industrial wastes. These guidelines are published to establish general minimum guidance and to inform industrial users, grantees, Regional Administrator, and the public concerning industrial cost recovery. The purpose of the guidelines is to increase understanding, assist preparation, simplify evaluation, and accelerate approval, implementation and maintenance of industrial cost recovery systems.
