The State Guidance consists of two parts. The first contains the Administrator's Policy Guidance, in which Administrator Costle and Deputy Administrator Blum summarize their priorities for the coming two years. Following the Policy Guidance are Overview Statements from each of the Assistant Administrators, which highlight their priorities for specific programs and expand on the themes raised by the Administrator and Deputy Administrator. The second part of the State Guidance contains a description of what EpA will look for in State program plans, and sets forth those requirements on which EPA will base its grant negotiations with the States. As such, it translates national priorities into specific program direction, while recognizing that varying needs and conditions among States must be taken into account. State Projected Program Accomplishments (PPA's) are items which the States shoul address in their plan submissions and report to the Regions as measures of progress in achieving their objectives. |
