Abstract | The report discusses source seperation - existing programs, advantages, public participation rates, cost and market problems, and long-term prospects for markets. It addresses centralized waste processing - current status, advantages, technological barriers, pollution and workers' safety and health problems, market problems, and institutional and economic barriers. It explains compatibility of source seperation and centralized resource recovery systems. It also outlines federal activities in developing economic incentives for waste reduction and recycling - beverage container deposits, national litter tax, solid waste disposal charge, local user fee, tax policies, product design regulations, freight rate discrimination, materials recycling (Beverage container depostits at federal facilities and federal procurement of recycled materials), and energy recovery programs. |
