Section 11 of the Federal Nonnuclear Research and Development Act mandates an annual public hearing on the adequacy of attention to energy conservation method and the environmental consequences of the application of energy technologies. This report summarizes the views of 88 individuals and groups who testified at the Section 11 hearing July 14 and 15, 1981 in Washington, D.C., or who submitted written testimony. The hearing focused on the federal governments' energy conservation programs. A wide range of opinions was presented including the views of utilities, trade groups, state and local governments, conservation businesses and advocacy groups.
