Abstract | The notice requests information and public input on Phase II of the national storm water program mandated under section 402(p)(6) of the Clean Water Act (CWA). More specifically, EPA is requesting public comment on a number of issues including scope of coverage under Phase II, identification of high risk Phase II discharges, alternative control strategies, and appropriate deadlines. With respect to each of these issues, the Agency is requesting input on how to meet environmental objectives and requirements set forth under section 402(p)(6) while at the same time identifying cost-effective control strategies that minimize the economic impact on the regulated community as well as the administrative burden on Federal, State and local government. |
