Abstract |
Attention has been given to institutions which are important to the implementation of the Texas Water Plan, and the efficient use of water resources in irrigation in the lower Rio Grande Valley. Numerous political and economic institutions must be changed or newly developed to provide for the interbasin diversions proposed by the Texas Water Plan, for the creation and management of transfer systems and for the distribution of water within importing areas and fulfillment of financial obligations. These will be expressed by individuals and groups various points of view relative to water developments and the administration of water supplies. (Author) |
