The 11-acre Windom Dump site is a former municipal landfill in Windom, Cottonwood County, Minnesota. Land use in the vicinity of the site includes residential areas and commercial, industrial, and agricultural operations. City water supply wells northwest of the site lie downgradient of the landfill. Landfilling operations began in the 1930s and continued until 1974. During this period paint sludges from a large manufacturing operation were disposed of along with municipal refuse resulting in low levels of toxic substances contaminating an underlying aquifer, which is used as a water supply. The primary contaminants of concern affecting the ground water are VOCs including benzene, PCE, and TCE; metals including arsenic; and other inorganics. The selected remedial action for this site includes grading and capping the fill area with a 2 foot clay cap overlain by one foot of granular material, topsoil, and new vegetation; modifying the existing municipal water plant by installing additional aeration nozzles and structure venting; and ground water monitoring.
