Abstract |
This report classifies research projects as one of the following four types: functional research; application directed research; development; and technical assistance. The report concludes that the overall balance of research and development, when distributed over the spectrum from basic to application directed research is the result of competing demands placed on the Office of Research and Development (ORD). While budget and program design for fundamental research have increased over the past few years, a significant portion of ORD's budget directly responds to the needs of EPA national programs for developing environmental policies and regulations, the needs of the private sector for technology evaluation, and the needs of State and local governments for technical assistance. |
