Abstract | The Central Iowa Regional Association of Local Governments (CIRALG) has prepared the Areawide Waste Treatment Management Plan for Des Moines, Iowa. The 208 study area contains approximately 800 square miles, including most of Polk County and parts of Dallas, Warren, and Jasper Counties. The plan was developed according to Section 208 of the Federal Water Pollution Control Act Amendments of 1972 (P.L. 92-500). The plan includes structural and nonstructural programs for controlling point, intermittent point, and nonpoint sources of pollution. Management alternatives are also provided in the study. The EIS discusses the primary and secondary impacts to accrue from these programs, including the effects upon water, quality and quantity, air quality, land use, socioeconomics, archaelogical and historic sites, fauna and flora, environmentally sensitive areas, and energy usage.
