Abstract |
The structure, functioning and performance of water institutions in Hawaii is studied within a 'hierarchy of decision-levels' framework developed. The study framework provides new opportunities for gaining insights into the economic nature of water institutions from the standpoint of water policy. The ultimate goal is a fully integrated water quantity and quality management system for Hawaii which takes into account all the interrelationships of the hydrologic cycle and the functioning of the federal structure of American government.
