Abstract
This Student Manual has been prepared to aid students in understanding the construction grants process. The course is designed as an introduction to the Construction Grants Program and is geared toward new state agency personnel. Under The Clean Water Act of 1977 state agencies are authorized to assume program functions that were formerly carried out by EPA.
