Abstract | The Agency developed the BEN computer model to calculate the economic benefit a violator derives from delaying or avoiding compliance with environmental statutes. In general, the Agency uses the BEN computer model to assist its own staff in developing settlement penalty figures. While the primary purpose of the BEN model is to calculate the economic benefit of noncompliance, the model may also be used to calculate the after tax net present value of a pollution prevention or mitigation project and to calculate 'cash outs' in Superfund cases. The document, the BEN User's Manual, contains all the formulas that make up the BEN computer model and is freely available to the public upon request. |
