The document provides background information to help users understand the relevance of the questions and anticipate potential answers from vendors. The purpose of this document is to ensure that vendors, contractors, consultants, etc., present localities with innovative, cost-efficient options, and that local decision makers have assistance in determining the best strategy for their site (whether it is innovative or not).
