Abstract | The Ninth Avenue Dump (NAD) is a 17-acre inactive chemical and industrial waste disposal site located in Gary, Indiana. NAD is located in a low-lying area with poor drainage. Prior to filling, the site consisted of parallel ridges separated by wetlands areas. Hazardous waste disposal activities occurred at the site from early to mid 1970s with some filling continuing until 1980. The site accepted dry industrial, construction and demolition waste, oil, solvents, paint solvents and sludges, resins, sands, and flammable, caustic and arsenic-contaminated materials. In 1975 and 1980 EPA ordered the site operator to initiate surface cleanups. The first operable unit addresses remediation of an oil layer floating on the ground water surface, the principal environmental threat at the site. The selected remedial action for the site includes: Construction of a soil-bentonite slurry wall to completely surround the hydrocarbon layer; separate extraction of oil and ground water through a series of central extraction wells. The estimated capital cost for the remedial action is $1,960,000 with annual O&M of $190,000. |
