Abstract |
On May 29, 2002, we published a Notice of Proposed Rulemaking (NPRM) for proposed emission standards and test procedures for new marine compression-ignition engines at or above 30 liters/cylinder (Category 3). In that notice, we proposed Tier 1 emissions standards for new engines beginning in 2004. We also took comment on potential Tier 2 emission standards for a later date that would achieve larger emission reductions. We held a public hearing on the NPRM in Long Beach, California on June 13, 2002. At that hearing, oral comments on the NPRM were received and recorded. A written comment period remained open until July 16, 2002. A complete list of organizations and individuals that provided comments on the NPRM is contained in the following table. Abbreviations for the organization names are also included. This Summary and Analysis of Comments contains a detailed summary of all comments we received on the NPRM as well as our analysis of each comment and response. The reader should also refer to the final rulemaking notice in the Federal Register as well as the Final Regulatory Support Document. |
