Abstract |
On May 29, 1996, the U.S. Environmental Protection Agency (EPA) issued a Recovered Materials Advisory Notice for paper and paper products containing recovered materials (Paper Products RMAN, 61 FR 26986). The Paper Products RMAN contains recommendations for procuring agencies to use when purchasing paper and paper products in accordance with section 6002 of the Resource Conservation and Recovery Act (RCRA). The 1996 Paper Products RMAN revises the postconsumer content guidelines found in the 1988 paper procurement guideline. The purpose of this research was to identify U.S. paper manufacturers that use or plan to use 30 percent postconsumer fiber to produce uncoated printing and writing papers in order to support EPA in determining whether sufficient supplies of these grades of paper will be available for purchase by December 31, 1998 (as stipulated in the Executive Order). |
