Abstract
A review has been completed of the water monitoring activities within the Region to determine the adequacy of existing monitoring activities to meet program needs. Following a determination of program needs and an identification of the programs and program objectives established to satisfy those needs, an assessment was made of both the State and Federal activities against the program objectives. Evolving issues, primarily the need to develop monitoring capability for toxics and hazardous materials were also reviewed. In addition, the changing direction in resource utilization evident from strategy papers under development by Headquarters have also been taken into consideration. From this assessment and review, findings and recommendations were formulated which lead to a monitoring management strategy which will result in the coordination of resource utilization and the re-direction of monitoring resources needed to ensure a meaningful data base for use by program managers during the period 1981-1985. The findings, recommendations and strategy are described in Chapters 1 and 2. The supporting information on program needs, monitoring program objectives and the assessment of current programs are described in the Appendices. The base year for the review was CY 1979.
