The report has been prepared to give guidance where needed to State, regional and local planners responsible for preparing environmental assessments for basin, metropolitan, and regional water quality management plans. The report describes one method of conceptualizing the environmental and is designed to acquaint planners with the scope of environmental factors that must be considered in evaluating the impacts of a proposed plan.
