Summary: The attached briefing document discusses the decision facing the Administrator with regard to attaining the oxidant standard in the Los Angeles Region. The oxidant level in Los Angeles Region is seven times the national standard, the worst in the country. Retrofitting used vehicles with control devices and the Federal New Car Standards will not alone provide for adquate reduction in oxidant levels. If the oxidant standard is ever to be attained in the Los Angeles Region, automobile use must be drastically reduced and the urban sprawl curtailed.
