Abstract | This guideline presents information on the development of implementation plans for lead that are not contained in EPA's regulations for preparation, adoption, and submission of implementation plans, found in Part 51 of Title 40 of the Code of Federal Regulations. In several cases, the guidance presented herein is referenced in those regulations; EPA will use this guidance in determining the acceptability of a plan. The guideline covers the following topics: general implementation plan development, reporting requirements, analysis and control strategy development, siting of urban area ambient air quality monitors for lead, new source review, and the determination of the lead point source definition. In addition, appendices cover the following topics: procedures for determining inorganic and organic lead emissions from stationary sources, projection of automotive lead emissions, deposition of particles and gases, and rollback modeling. |
