This manual presents a procedure for assessing the impact of hazardous air emissions from disposal facilities on the downwind population. The disposal facilities considered inthis document include surface impoundments, seepage facilities, landfills, and land treatment facilities. The application of the procedure may be extended to waste piles depending up on the similarity of air emissions routes and the characteristics of the emitting surface in contact with the atmosphere. These facilities will hereinafter be referred to as disposal facilities or land disposal facilites. The report is prepared to provide the facility owner or operator and the permit writer guidance on evaluating the performance of facility design, and preparation and analysis of the permit application. The manual will also provide a quantitative tool for the rational evaluation of hazardous air emissions from land disposal facilities, and for prediction of ambient air quality of hazardous waste components. |
