Abstract |
While examining current Environmental Protection Agency (EPA) decision-making processes, this report also suggests ways in which the EPA can respond more effectively to acquire and use scientific information in solving the problems of pollution control. The report recommends that the EPA state the objectives of its decisions, identify alternatives, and analyze the consequences of these alternatives; make use of the wide range of scientific and engineering expertise that exists outside the EPA; and take into account the barriers to the implementation of EPA regulations when the regulations are formulated. |
