Abstract
A report is presented which is directed to the definition and analyses of governmental approaches to control air pollution from privately owned automobiles. The report is separated into three basic components: Average emission per vehicle per mile; Miles of use; and Location of use. Chapter 1 discusses policies aimed at the automotive industries to encourage development of pollution control technology and low pollution fuels. Correspondingly, the range of policies available to induce the motorist to do his part to control average emissions per mile are discussed in Chapter 2. Chapter 3 considers the measures available to reduce the aggregate amount of annual automobile use. Chapter 4 details what urban planners can do to reduce auto pollution emissions in urban areas and facilitate dispersion of existing pollution. The two remaining chapters deal with the relations among these focal points.
