The report estimates the impact of the prevention of significant deterioration (PSD) regulations under various applicability size cutoffs for criteria pollutant emissions. The analysis is based on the information obtained from completed PSD permitting actions. The report summarizes existing permit data by showing distributions of: (1) emissions levels of criteria pollutants; (2) actual and effective stack heights; (3) maximum downwind air quality impact; and (4) emissions associated with specific air quality impacts.
