Abstract |
This report reviews current air quality management practice and the attainment demonstration process, identifying major shortcomings in the process, and the associated tools used in its implementation. A new approach to the attainment demonstration process is identified which de-emphasizes but retains the use of photochemical air quality simulation and adds monitoring and data analysis elements which, when taken together, constitute a process for achieving, rather than an act of attempting to demonstrate, attainment. A detailed description of the improved attainment demonstration process is developed, which serves as the framework for both implementation and demonstration of progress in the air quality management approach and ultimately, the demonstration of the achievement of the air quality standard. The major elements in the implementation of this new approach, are reviewed and placed in the context of the proposed operational framework. The report concludes with the identification of research and development needs for reducing current shortcomings in the basic elements required in the proposed new attainment demonstration process. |
