Abstract |
This report presents an analysis of alternative motor vehicle basic inspection and maintenance programs in terms of related costs and benefits for the State of South Carolina with specific information covering Lexington, Richland, Charleston, and Berkley Counties. The study methodology used is described and includes collecting data, determining criteria for selecting alternative program configuration, screening program option and evaluating alternative configuration selected through the screening process. Program alternatives were evaluated in terms of emission reduction attainable, geographic coverage, effective motor vehicle populaton, consumer protection, quality assurance, costs and financial feasibility. |
