This report by the Task Force is the result of an effort to develop a basic assessment of the roles of the States, their local governments, and the federal government in current solid waste management problems. The following roles of the States were to be assessed by the Task Force: The management capacities of the States in a national system of solid waste management, including enabling legislation, administrative organization, intergovernmental coordination, regulation, and policy objectives; the financing of state solid waste regulatory and technical assistance programs, including alternative state government mechanisms and intergovernmental approaches; and the alternative delivery systems for institutional development and administration, including planning, operation, maintenance, and accountability. |
