Abstract |
The protocol provides a format for evaluating the quality of interim status closure and post-closure plans approved by States or EPA Regions for implementation by owners/operators. It is intended for use by technical or non-technical personnel and is designed to assist in detecting omissions and inadequate plan provisions. Effective use of the protocol requires a working knowledge of the RCRA regulations and Agency policy and guidance, along with some familiarity of RCRA closure and post-closure plans. The protocol does not consider the direct evaluation of technical adequacy, but rather identifies the technical items that must be addressed by the closure plan. It also identifies those supporting documents, analyses, etc., that must be in the administrative record. This is intended to help the reviewer ascertain whether the plan was properly derived and whether the process followed was properly documented in the record. |
