Abstract
This report presents the derivation of the Inspection/Maintenance (I/M) emission reduction benefits for pre-1981 model year vehicles (non-California low altitude) which were prepared for use in EPA's emission factor model, MOBILE2. MOBILE2 is a computer program which estimates fleet average emissions of the three regulated pollutants (hydrocarbons, carbon monoxide, and nitrous oxides) at various points in time under varying ambient and driving conditions. The effects of I/M are applied in MOBILE2 as percent reductions, or credits, to average emissions for various segments of the fleet. The Inspection and Maintenance benefits for 1981 and later model years were derived independently and are discussed in a separate report.
