This section is a summary of the Independent Engineers Review of Management Units for the William Crawford Gorgas Electric Generating Plant (Gorgas). The Report was prepared by Paul C. Rizzo Associates Inc. (RIZZO) for the United States Environmental Protection Agency (USEPA) under subcontract to Lockheed Martin. This section summarizes the finding, assessments, conclusions and recommendations of the Independent Engineer. The Gorgas plant is a coal fired power plant located on the north bank of the Black Warrior River in Parrish, Walker County, Alabama owned and operated by Alabama Power Company (APC). Under normal operating conditions, byproducts of coal combustion including fly ash, bottom ash, boiler slag, flue gas emission control residuals, and other general wastewater products are sluiced into a storage basin south of the plant impounded by Rattlesnake Dam, a rockfill embankment structure with an upper RCC facing block. In addition, gypsum byproducts are sluiced and stored in a basin northwest of the plant consisting of a gypsum storage pond and a series of clarification basins. |
