Abstract |
On November 7, 2000, the U.S. Environmental Protection Agency (EPA) proposed national emission standards for hazardous air pollutants (NESHAP) for municipal solid waste (MSW) landfills. The proposed rule fulfills the requirements of the Clean Air Act (CAA), which requires EPA to regulate emissions of hazardous air pollutants (HAP) listed in section 112(b) of the CAA. In addition, the proposed rule would help implement the Urban Air Toxics Strategy developed under section 112(k) of the CAA. This document contains summaries of the public comments that EPA received on the November 7, 2000 proposal and the May 23, 2002 supplemental proposal to establish NESHAP for MSW landfills. In this document, EPA responds to the public comments. This summary of public comments and EPA responses serves as the basis for revisions made to the landfills NESHAP between proposal and promulgation. |
