| Abstract |
Standards of performance to control equipment leaks of VOC from new modified, and reconstructed Synthetic Organic Chemical Manufacturing Industry (SOCMI) plants are being promulgated under the Authority of Section III of the Clean Air Act. These standards apply only to equipment in process units producing one or more SOCMI chemicals and for which construction or modification began on or after the date of proposal of the standards. This document contains a summary of public comments, EPA responses, and a discussion of differences between the proposed and promulgated standards of performance. |
