Abstract |
This document presents the findings of a study of the pulp, paper, and paperboard and the builders' paper and board mills point source categories. The purpose of this study was to develop effluent limitations guidelines for existing and new point sources and to establish pretreatment standards for existing and new dischargers to publicly owned treatment works. The information presented in this document supports the following promulgated regulations: best practicable control technology currently available (BPT), best available technology economically achievable (BAT), new source performance standards (NSPS), and pretreatment standards for new and existing sources (PSNS and PSES) for the pulp, paper, and paperboard and the builders' paper and board mills point source categories. In this report, information is presented on data gathering efforts, subcategorization, water use, pollutant parameters, control and treatment technologies, development of regulatory options, cost and non-water quality considerations, and the methodology for development of effluent limitations. |
