Abstract
The document presents the findings of a study of the pulp, paper and paper-board and the builder' paper and board mills point source categories. The purpose of this study was to develop effluent limitations guidelines representing the best conventional pollutant control Technology (BCT) for existing sources. These regulations were prommulgated on July 9, 1986 (51 FR 24974) under the authority of Sections 301, 304, 306, 307, and 501 of the Clean Water Act (The Federal Water Pollution Control Act Amendments of 1972, 33 USC 1251 et Seq., as amended by the Clean Water Act of 1977, P.L. 95-217 (the 'Act') and in response to the Settlement Agreement in Natural Resources Defense Council, Inc. v. Train, 8 ERC 2120 (D.D.C. 1976), modified, 12 ERC 2833 (D.D.C. 1979).
