The report is the result of a study of the water quality of the Willamette River system, the uses of the river system, the factors that affect water quality, the probable nature of the economic development of the watershed and its impact on water quality, and the nature of measures that must be taken both to abate pollution in the river system and to prevent recurrence of pollution. It is focused on the presentation of the findings of the study as they relate to requirements for action to control pollution.
