The report was prepared with several thoughts in mind other than merely to present a numerical description of the present and projected municipal water supply situation in the Willamette River Basin, Oregon. Factors that influence development and utilization of the water resource were examined in an effort to identify the major influences with this basin. Many of the factors have been subjects of individual studies at various times and places with little success in arriving at a universal formula for applying the influencing factors. Consideration of resource development resulted in several conclusions applicable to this basin at the present time.
