Abstract
This final document presents the results of studies conducted for the Draft Environmental Impact Statement/Section 4(f) Evaluation (dated May 1997) as well as refinements for the Preferred Alternatives completed to address both National Environmental Policy Act (NEPA) and US Army Corps of Engineers Section 404 Permit requirements. NEPA focuses on environmental analyses of alternatives, whereas the Corps Section 404 permit addresses specific impacts to wetlands and waters of the U.S. in accordance with the Clean Water Act. Although some of the alternatives presented in the Draft EIS/ Section 4(f) Evaluation required the use of property from cultural resources protected under Section 4(f) of the U.S. Department of Transportation Act, the Preferred Alternatives have no section 4(f) impacts.
