Abstract
The report contains the findings and recommendations of the Fish Passage Workgroup which was appointed in January, 1988, by the Living Resources Subcommittee to develop a strategy for implementing the 1987 Chesapeake Bay Agreement commitment regarding fish passage. The workgroup includes representatives from each of the Bay states, the District of Columbia, Appropriate federal resource agencies, and the environmental community. The Bay Agreement includes a commitment that the signatories will 'provide for fish passage at dams, and remove stream blockages wherever necessary to restore passage for migratory fish.'
